C. Theodore Herbert has been vice president of human resources since 1985.
Prior to joining TDS, he held positions with Inland Steel Company for 24 years, most recently as vice president of administration for the company's housing and real estate development subsidiary.
Herbert received an MBA from Northwestern University and a BA in
