Simbi Kesiye Wabote transformed Nigeria's oil and gas sector during his seven-year tenure as Executive Secretary of the Nigerian Content Development and Monitoring Board (NCDMB) from November 2016 to December 2023. Under his leadership, the organization developed strategies that increased Nigerian content participation from 26% to 54%,
introducing a 10-Year Strategic Roadmap with five pillars focusing on technical capability, compliance, business environment, organizational capability, and market linkages.
Wabote's career spans three decades in the oil and gas industry. At Shell, he progressed through multiple technical and executive positions, culminating as an Executive Board member of Shell Petroleum Development Company Nigeria Limited and General Manager for Government and Business Relations. His earlier Shell roles included Global Local Content Strategist, General Manager of Procurement, and Project Manager for the development of Shell Osubi Airport.
His NCDMB initiatives created an estimated 198,000 jobs through various partnerships across Nigeria's energy landscape. These included championing modular refineries, gas processing facilities, and LPG infrastructure development in multiple states. His leadership positioned NCDMB as the highest-ranked government agency in Nigeria's Ease of Doing Business index for two consecutive years.
Wabote holds a Bachelor's degree in Civil Engineering from Rivers State University of Science and Technology and a Master's in Corporate Governance from Leeds Metropolitan University. He completed leadership programs at INSEAD and Harvard University. His professional memberships include Fellow of the Nigerian Society of Engineers, Council for the Regulation of Engineering in Nigeria, and the Institute of Civil Engineers London.
