As the leader of Utility Service Partners, Inc., Phil is committed to building strong and strategic partnerships with organizations and cities across the
country. Using his extensive managerial and entrepreneurial experience, Phil guides the organization with a focus on customer and employee advocacy.
Phil holds both a Bachelor’s Degree in Business Administration and a MBA from West Virginia University. West Virginia is also where Phil calls home with his wife, Pam, and daughter, Tabitha. Phil is an avid reader and enjoys travel, golf, and working on outdoor projects when he is away from work. In addition to being on the Utility Service Partners, Inc. Board of Managers, Phil is also an outside Director for Eyewitness Surveillance, LLC.
