Dr. Neilley is responsible for the development and operation of TWC’s global forecasting operations. This includes the research and development of the next generation of forecasting technology and the management of operations at the forecasting centers in Atlanta, GA, Andover, MA, Birmingham UK and Dallas, TX.
Before joining WSI, Dr. Neilley was
a scientist at the National Center for Atmospheric Research., pursuing research and development interests in the fields of mesoscale weather forecasting, wind and turbulence forecasting, and automated weather forecasting using artificial intelligence techniques. Dr. Neilley is also the principle scientist in the development and operation of an automated weather forecasting system based on various applications of statistical and fuzzy-logic theory. The weather forecasting system is currently used to provide weather forecasts to millions around the globe daily as part of TWC’s core forecasting infrastructure. Dr. Neilley created and directed the forecasting research and development group at WSI whose accomplishments include the establishment of a numerical weather prediction group and the world’s first operational implementation of the WRF model as part of WSI’s RPM product line.
Dr. Neilley received a bachelor’s degree in meteorology from McGill University, and master’s and Ph.D. degrees in meteorology from the Massachusetts Institute of Technology. While at McGill University, he was named a University Scholar of Great Distinction. He was awarded the Jules Charney Memorial Scholarship at MIT.
Dr. Neilley currently is the chair of the American Meteorological Society’s Weather Analysis and Forecasting Committee, a member of NOAA’s NWS Science Advisory Board Environmental Information Services Working Group and a member of the National Academy of Science’s Transportation Research Board’s Surface Transportation Weather Committee.
