Mario Payne is a U.S. Army veteran, Certified Financial Planner, and the founder of TOAMS Financial, an independent advisory firm based in Jacksonville, Florida. Mario J. Payne was born in Cincinnati, Ohio. After graduating from high school, he attended Tennessee State University, earning a degree in Business Administration. Later, he expanded his education by earning a degree in financial planning through the College for Financial Planning. His hard work and dedication led him to achieve the CERTIFIED FINANCIAL PLANNER™ certification and the Accredited Asset Management Specialist designation. These credentials place him in a select group, as fewer than two percent of licensed African American advisors hold the CFP® certification.
While attending college, Mario joined the United States Army and served as a Financial Sergeant during Operation Enduring Freedom. In this position, he was responsible for helping fellow soldiers manage their pay and make sound financial decisions during difficult and unpredictable times.
His career in financial services began at American Income Life Insurance Company, where he learned how to communicate financial concepts to working families. Payne then moved to Edward Jones, one of the nation’s largest financial firms, where he helped retirees, business owners, and families develop strategies to secure their futures. This experience shaped his approach to providing financial guidance that meets clients' diverse needs.
In 2013, Mario founded TOAMS Financial, which stands for “Tithes Offering Alms Means Stewardship.” The firm is based in Jacksonville and serves clients throughout the United States and internationally. Under his leadership, the firm became one of the country's few African-American-owned SEC-registered investment advisory firms.
He also created Payneful Profits, a YouTube channel focused on making economic trends, stock market movements, and financial planning more understandable for a broad audience. His insights have been shared through appearances in outlets such as Forbes and Cheddar News.
In addition, he co-founded LETB, the first Black-owned, AI-backed Exchange-Traded Fund, supported by an investment tool called Let Bob that helps retail investors make informed decisions. Payne developed The Relax Estate, an AI-powered platform designed to make estate planning more accessible through automated tools for trusts, wills, and powers of attorney.
His commitment to community service is seen through his work on the boards of the Jacksonville Public Library, the Tennessee State University Foundation, and Knots 4 Kids, where he supports literacy, scholarships, and mentorship. He also participates in real estate redevelopment through House Wars, helping to provide quality housing for families. Mario Payne’s work has been recognized with awards such as the 100K Day Award and the 40 Acres Entrepreneur of the Year, reflecting his dedication to promoting financial access, education, and equity.
