Licky was appointed as MD to the MTC board on 8 March 2021 and has been MTC’s CEO since 1 December 2019. Licky holds a Doctorate of Philosophy in Informatics (Specialising in Cyber Security and Telecommunications), a Master’s degree in Informatics, an Honours degree in Business Computing, a Degree in Computer Networks and System Administration and
a Certificate in Management Development & Project Management, all from NUST. He also holds certificates in Management Development and Project Management from University of Stellenbosch Business School and a certificate in Telecommunications Policy, Regulations and Management from the University of Witwatersrand, Johannesburg. Licky served as MTC’s acting CEO since June 2019, prior to which he served as MTC’s CTO since the beginning of 2018. Prior to that, Licky directed the ICT division of the Namibian Police for 6 years and served in ICT at Telecom in various roles for more than 12 years. Licky also served as a member of the Interpol’s Cybercrime advisory expert group, Cyber Security Advisory Committee at NUST; the World Radio Conference Technical Steering Committee for Namibia, as well as Vice Chairperson for the committee of Computer Emergency Response Team for Namibia
