Since 1995, Leon has been the owner and founder of PROS Consulting. He specializes in the preparation of master plans, strategic plans, feasibility studies, business strategies for revenue-generating recreation and park facilities, and financial and organizational management studies for parks and recreation systems. Prior to founding PROS
Consulting, he worked as the Director of Parks and Recreation in Indianapolis, Indiana; Executive Director of Lake Metroparks in Lake County, Ohio (Cleveland vicinity); Director of Parks and Recreation in Jackson County, Missouri (Kansas City); and Parks and Recreation Director in Garden City, Kansas. For his creative and original thinking in park management, he received the National Recreation and Park Association's Distinguished Professional Award in 1994. For his creative and original thinking in the management of public parks and recreation agencies, he earned the National Recreation and Park Association's Distinguished Professional Award.
