Joe joined By Light in 2014 and serves as Vice President of Defense Information Systems Agency (DISA) programs. Before coming to By Light, Joe held the position of Senior VP with CACI International, Inc., and is a retired Army Signal Officer and former DISA SES/Chief, Network Services. Joe is a senior information systems executive and program
manager with over 38 years of military, Federal/DoD, and private industry experience designing, acquiring, implementing, operating and sustaining a myriad of information technology solutions for the Department of Defense. Joe’s strengths include extensive experience directing, leading, and managing a variety of multi-million dollar defense telecommunications programs and contracts at both the tactical and strategic levels and is highly knowledgeable in a wide range of computer, voice, data, video, terrestrial and satellite transport technologies with particular expertise in building and sustaining IP networks. He holds a M.S. Degree in Management from National-Louis University and a Bachelor of Professional Aeronautics Degree from Embry-Riddle Aeronautical University.
