Cohen's distinguished career in government service includes the position of Under Secretary for Science and Technology at the U.S. Department of Homeland Security, assuming responsibility for the department's science and technology assets. Previously, as Rear Admiral in the U.S. Navy, Jay had served as Chief of Naval Research and Deputy
Chief of Navy Legislative Affairs, where he led the Navy and Marine Corps Science and Technology Program.

Honorable Cohen is a graduate of the United States Naval Academy and the Woods Hole Oceanographic Institution. He also holds a degree in Ocean Engineering and a Master of Science in Marine Engineering and Naval Architecture from the Massachusetts Institute of Technology. He is currently a principal at the Chertoff Group and serves on multiple corporate boards.
