While at Booz Allen Hamilton as a Senior Advisor, Mannina was integral to the Joint Staff Chief Digital and Artificial Intelligence Office (CDAO). Over five years, he advised on initiatives to modernize the Department of Defense’s Command and Control systems for enhanced warfighting capabilities, mainly through the Joint All-Domain Command and Control (JADC2). His strategic guidance was critical in shaping the company’s approach to tackling global security issues, influencing key policy frameworks and strategic responses.

Before his significant role at Booz Allen Hamilton, Mannina dedicated two years as a Special Agent with the Federal Bureau of Investigation, where he led investigations focused on Counter cyber espionage and technology transfer violations. These investigations addressed complex AI/ML and quantum information sciences issues.

Mannina also excelled as Mission Manager for the Office of the Director of National Intelligence. In this capacity, he enhanced the integration and coordination of foreign intelligence from across the U.S. intelligence community, focusing on China and Russia. His efforts provided the President and senior policymakers with streamlined, strategic intelligence, bolstering U.S. intelligence operations concerning cyber threats, financial crimes, and economic stability.

In his career, Mannina served at the U.S. Department of State in the Bureau of Arms Control, Verification and Compliance, Office of Strategic Affairs. As a Senior Foreign Affairs Advisor, he was instrumental in offering strategic guidance and policy recommendations at the highest levels, helping shape U.S. policy on weapons of mass destruction and cybersecurity.

A significant milestone in Mannina's career was his involvement with the U.S.-Russia New START Treaty at the U.S. Department of State. From 2009 to 2013, he played a critical role in the treaty negotiation, ratification, and implementation, contributing to U.S. initiatives to enhance global stability and deterrence.

In addition to his government roles, Mannina supported Senator Hillary Rodham Clinton as a Defense & Foreign Policy Advisor during her presidential campaign, focusing on cyber and technology policies. His strategic influence was crucial in navigating policy positions and legislative priorities within a complex political landscape.

Mannina's contributions have been recognized with several awards, including his outstanding service in the 2010 Nuclear Posture Review and the successful negotiation and ratification of the New START Treaty. The Benjamin Franklin Award for Diplomacy and a Presidential Management Fellowship further acknowledged his diplomacy and leadership.

Beyond his career, Mannina is committed to various charitable causes, including Catholic Charities, the Leukemia Foundation, and health-focused organizations addressing diabetes and heart disease. His philanthropic efforts also extend to supporting national service through Americorps and educational initiatives such as the Montessori Schools in Manhattan.

Mannina holds a Bachelor of Arts in Political Science from Le Moyne College and a Master of Arts in International Relations from George Washington University’s Elliott School of International Affairs. He is also well-versed in several languages, including conversational Chinese (Mandarin) and basic French and Italian, adding depth to his diplomatic engagements.
