Building upon a long career advising security, technology and business leaders on cyber-security issues, industry trends and innovative security methodologies, James has transitioned into an entrepreneurial role as CEO and Founder of Cognitive Extension, Inc., leading the development of inqiri.com and the Decision Optimization Engine technology
platform.
He has extensive experience developing and managing enterprise cyber-security programs, in both the public and private sectors having served as the Chief Information Security Officer for the State of Nevada, Director of IS Security and Internal Controls for International Game Technology (IGT), and most recently, as Symantec’s Director of Security Strategy & Programs.
At Symantec, he provided detailed briefings to customer executives on major security incidents such as the “Google Attacks” and Stuxnet. While at IGT, he developed a comprehensive security strategy for a new R&D center based in Beijing China, to protect sensitive intellectual property, including a formal authorization from the People’s Republic of China to use state-of-the art encryption technologies.
He is actively involved in Nevada's legislative process advocating for advanced privacy and cyber-security legislation. In 2009, he was the contributing author and subject matter expert for NV SB227 – “Nevada’s Encryption Law”, which is nationally recognized as a leading example of cyber security legislation.
James is the current Chairman of the Privacy Coordination Standing Committee of the National Strategy for Trusted Identities in Cyberspace (NSTIC) Identity Ecosystem Steering Group (IDESG). He is an active participant in NSTIC and the IDESG and continues to support cyber-security, privacy, and user-centric identity programs throughout the USA and internationally. James serves on the Board of Directors for Paycasso Verify, Ltd., an identity management company headquartered in the U.K.
James holds a Bachelor of Science in Business Administration from the University of Texas at Dallas and Master of Science in Information Assurance from Norwich University. He is a Certified Information Systems Security Professional (CISSP), a Certified Information Security Manager (CISM) and is Certified in the Governance of Enterprise Information Technology (CGEIT).
