Dr. Rugg founded Charlesworth & Rugg, Inc. in 1976. He received his M.A. and Ph.D. in Economics from UCLA and has served on the faculty of University of California, Los Angeles, Santa Clara University, and Pepperdine University. Before founding Charlesworth & Rugg, Inc. he was an economist for the Rand Corporation.
