Débora Cobar is Plan Guatemala’s Director since 2010. Her broad experience in children’s rights has facilitated the alignment of Plan Guatemala programs with the principles and by-laws of the Convention on the Rights of the Child.
Before working for Plan, she was the Advisor to the First Lady on the Rights of the Child between 1994 and 1996,
and then she was the Prosecutor for the Rights of the child at the Solicitor General’s office in Guatemala, from 1998 to 2000.
Her academic education includes a career as Medical Doctor and Surgeon, with a subsequent specialization in the Rights of the Child and a Master Degree on Social Development with Emphasis on Decentralization and Local Power.
Débora started her work with Plan in 2000 as an Advisor on the Rights of the Child in Central America and the Caribbean, by coordinating work with 6 countries of the region. She represented Plan at the Special Session of the United Nations General Assembly in the beginning of the decade of the 2000’s to discuss the status of the rights of children globally.
She is a great champion of the Por Ser Niña campaign and has strongly promoted gender equality as a cross-cutting theme in every program and as part of the work done with staff members.
Her work has enhanced Plan International Guatemala partnerships and its ability to work with other organizations and thus accomplish important goals related to key issues such as child malnutrition, child protection, the registration of births and the participation of boys, girls and adolescents in the development of their communities.
Débora took up the challenge to lead support efforts to address emergencies in areas outside of program interventions by Plan in Guatemala.Débora has the vision to start the process of local fund collection to support the programs which are implemented by Plan International Guatemala.
