Mr. Manley, Senior Vice President of Intelligence, Surveillance and Reconnaissance (ISR) Directorate has more than 40 years of experience supporting the full lifecycle development and sustainment of diverse technologies that include aircraft avionics systems, target designators (infrared, lasers, radar, etc.), C4ISR, and intelligence systems. His
experience includes 22 years in the U.S. Air Force. He currently manages a portfolio that includes worldwide sustainment efforts, Systems Engineering and Technical Assistance (SETA) support, Subject Matter Experts (SMEs), and various engineering efforts. Mr. Manley oversaw the deployed Terrestrial Layer Full Motion Video (FMV) team that performed the on-time installation of over 400 Microwave Line of Site locations as part of the initial capability deployment. He also supported deployment of Joint Land Attack Cruise Missile Defense Elevated Netted Sensor System (JLENS) for Homeland Defense used by Aberdeen Proving Ground (APG), MD at the direction of the Joint Requirements Oversight Council (JROC). Mr. Manley has a Master’s degree in Public Administration and is a certified Project Management Professional (PMP) through the Project Management Institute.
