Cornelius T. Ryan (Neil) co-founded Oxford Partners in 1981 and is the only partner involved in all previous Oxford funds. Neil is a Special Limited Founding Partner of Oxford Bioscience III and a General Partner of Oxford Bioscience I and II. He implemented Oxford's earlier strategy as a traditional technology venture firm and in 1990,
co-founded Oxford Bioscience Partners with a vision to transition Oxford into its current position as one of the pre-eminent venture firms focusing on Genomics, Biotechnology, Life Sciences, Healthcare and Medical Devices. Earlier he co-founded and was President of Randolph Computer Corporation (RCC), an American Stock Exchange (ASE) listed company focused on computer software and venture leasing which then merged into the Travelers Corp., now part of CitiGroup. Following RCC, he was President of the General Telephone and Electronics (GTE) New Venture Corporation as well as Senior Vice President of Corporate Development and Strategic Planning. As a Senior Consultant at Arthur D. Little, Inc., Neil founded the Healthcare and Medical Device Information Services both for Wall Street and industry clients. Following that he was an Investment Banker and managed Eastman Dillon's Technology Research Group. Neil has also served on Neuberger Berman's Mutual Funds Board of Directors since 1985. In the community, Neil had served on the Norwalk Hospital Board and is actively involved as a trustee of the Norwalk Hospital Foundation Board, which is affiliated with Yale University.
