Xavier-Luc Duval was born in 1958. He is currently the Deputy Prime Minister, Minister of Tourism and External Communications of the Republic of Mauritius. He holds a BA (Hons) Economics of University of Leeds, U.K. and is a fellow of the Institute of Chartered Accountants in England and Wales, (F.C.A.).
Leader of the Parti Mauricien Social
Démocrate (PMSD), his political career began as early as 1987 when he was elected as Member of Parliament for Port-Louis North/Long Mountain (1987-1991). He is currently the Member of Parliament for the constituency of Belle Rose/Quatre Bornes, where he won three successive elections (2005-2010, 2010-2014 and 2014 to date).
Xavier-Luc Duval has served various ministries in the government.

Between 2000-2005, Xavier-Luc Duval was the Chairman of the Public Accounts Committee of the National Assembly.
Xavier-Luc Duval is a Grand Commander of the Star and Key of the Indian Ocean (G.C.S.K.), the highest distinction of the Republic of Mauritius. In 2013, he was elevated to the rank of Commandeur de l’Ordre National de l’Etoile Equatoriale by the President of Gabon. He has also been awarded the Distinguished Foreign Business Leadership Award by the Villanova Business School of the University of Villanova in Philadelphia, USA, in 2012 and received the Special Commendation of the Georgia Legislative Black Caucus, USA, in 2014. In the same year, Xavier-Luc Duval was conferred Honorary Tribal Chief by His Majesty Paramount Tribal Chief Yoo-Naa, in Tamale, Republic of Ghana.
During his time at the Ministry of Finance, Xavier-Luc Duval was thrice elected African Finance Minister of the Year.
He is Chairman of the Global Advisory Board of African Leadership Network (since 2013).
