fully to the operation and financial management of inmate health programs for local and state governmental entities. In service to several national corporations and organizations, he has held budgetary responsibilities in excess of $500 million for an incarcerated population in excess of 200,000.

Formerly Mr. Teal held both operations and financial senior executive positions including Chief Financial Officer and Chief Operating Officer at Prison Heath Services where he worked with a number of state correctional agencies. He subsequently organized and operated Correctional Medical Management, LLC, where he consulted with state correctional agencies on a wide range of health care issues including strategic planning of governmental entities’ correctional health care systems through financial feasibility studies and operational analysis, implementation of financial models for monitoring staffing, offsite utilization, lab and pharmacy, development of provider networks including contract negotiations, productivity analysis, risk management, and utilization management systems.

At Armor, he has led the company-wide implementation of contemporary managed care guidelines and practices designed to achieve cost-effective operations, meet community standards, and streamline specialty and offsite hospital services. He has also been instrumental in building accountability for contract compliance through on-going monitoring, database development, budget systems, and staff development.

Mr. Teal received a B.S. in accounting from Western Kentucky University. He is a board member of Centerstone Behavioral Health, Inc.
