Brian Connell-Tombs has more than 20 years of combined experience in accounting and finance, and his expertise in forensic investigation has resulted in the resolution of some of Canada’s best known investment disputes and improprieties.
Brian Connell-Tombs’ experience in these various areas led him most recently to form CT Compliance
Consulting. A Toronto based firm, CT Compliance Consulting provides high quality compliance services for clients in the financial services industry. His concentration is on designing and implementing cost efficient operational risk management strategies, including investigating client concerns and training staff.
Brian’s more recent position was as a Manager with the Ombudsman for Banking Services and Investments (OBSI), Canada’s largest and independent and impartial investigator of banking and investments related complaints. During his four years at OBSI, he assisted a team of investigators with setting priorities and effectively delegating workloads and worked to eliminate a significant backlog of complaints ahead of schedule and under budget.
Brian accepted that position with OBSI in 2013 following two distinct periods of service as senior investigator for the Investment Industry Regulatory Organization of Canada (IIROC), where he was responsible for handling investigations into alleged infractions against IIROC Rules. His work resulted in several prosecutions, including First Leaside Securities Inc., the collapse of the Asset-Backed Commercial Paper market, as well as the Market Timing of Mutual Funds.
Additionally, Brian was a forensic accountant with Ontario Securities Commission for three years, serving from 2005 to 2008. In this role, he had a diverse range of responsibilities encompassing investigations involving abuse of security exchange rules, illegal securities distribution and financial statement misrepresentations.
Brian began his career in accounting as an auditor and then a year later as an investigator for the CRA. Following that, he worked as a Senior Associate in the Financial Advisory Services department for PriceWaterhouseCoppers. In 1999, he accepted a position at Ernst & Young, where he served as a senior forensic accountant and then as a manager. There, he supervised the planning and execution of forensic investigations and was responsible for overseeing litigation support for cases in a large range of industries.
Brian Connell-Tombs earned a bachelor’s degree from the University of Toronto in 1985. He earned his accounting designation (CPA, CMA) in 1991, his Certified Forensic Investigator (CFI) designation in 2001 and a certificate in Investment Dealer Compliance in 2013.
