Benjamin Kafferlin reformed many aspects of county governance and financial management during his eight-year tenure as Warren County Commissioner (2016-2024), where he spent most of those years as Chairman. Involved in CCAP, he is a graduate of the Center for Excellence in Leadership program as well as the Academy of Excellence program and was Vice

Chair of the CCAP CED committee for several years, not to mention Ashland Theological Seminary, U.S. Army War College and other leadership training. During his tenure, Ben spearheaded initiatives including the writing and implementation of the Early Intervention Program (now known as STMP), which then resulted in property tax reassessment, the introduction of new fiscal software, and a comprehensive plan update, as well as the implementation of the county’s Government Management System. He played a crucial role in modernizing emergency communications, ensuring all Warren County emergency services adopted an interoperable P25 radio system, a pioneering partnership with the Pennsylvania State Police on the PAStarNet system. Ben co-founded Innovault Coworking Co., which garnered a 2022 Governor’s Excellence in Local Government Award. His leadership extended across various boards, demonstrating a commitment to diverse aspects of community and economic development. Prior to his electoral service, Ben established Kafferlin Strategies in 2013, managing an extensive client portfolio, which, at the time, managed the digital assets of Kwik Fill, did international trade in hi-tech manufacturing, and worked with national and local nonprofits. In 2024, he co-founded CiviLink, winner of the 2023 Big Idea Contest and invested in by Ben Franklin Technology Partners for developing software solutions for small local governments. Ben’s educational journey is set to (finally) culminate in a Master’s in Public Administration from Dordt University in 2025. He is a magna cum laude graduate of Ashland University where he earned a Bachelors in Economics, with an emphasis on econometric modeling, and Political Science, with an emphasis on political philosophy. He is a Colson Fellow, an Ashbrook Fellow, and previously with the Ethics and Public Policy Center working with Sen. Rick Santorum. Community engagement remains a cornerstone of Ben’s life. Residing on a miniature fruit farm in rural Warren County with his wife and daughter, who are integrated into their local church, contributing to its founding. Ben’s dedication to community service extends to his decade-long involvement with the Spring Creek Volunteer Fire Department, where he has served every year as an executive officer, EMT, Rescue Tech, and firefighter. He is also his township’s constable and treasurer for the township parks.
