Hyogo Prefecture administers the prefectural government for a diverse region spanning urban areas, rural communities, and coastal zones on two seas. The government provides services in disaster prevention, public safety, education, health, medical care, and social welfare. It manages urban planning, environmental measures, industry and employment
support, agriculture, forestry and fisheries policy, and tourism and cultural promotion. Hyogo Prefecture also operates open data and statistics portals, public bidding and licensing procedures, and passport and resident consultation services. The prefecture coordinates reconstruction and disaster memory initiatives following the Great Hanshin-Awaji Earthquake and promotes regional projects such as the Hyogo Field Pavilion and hometown donation programs.
