EU SCALE develops the Simple Convertible Agreement for Loan to Equity, a standardized pan-European convertible loan instrument for early-stage startup funding. The framework adapts the SAFE concept to European legal, tax, and accounting conditions by using a short, EU-aligned loan-to-equity structure. EU SCALE provides a 2.5-page template designed
to simplify small early-stage rounds and remove interest and cash repayment in favor of future equity conversion. The project includes a pilot program, working groups, and a venture readiness and startup academy offer for deep-tech startups in the EU and Ukraine. EU SCALE collaborates with accelerators, investors, law firms, and other ecosystem partners through an EU-funded initiative called DeepSAFE.
