Consap is an Italian privately-owned legal entity operating within the public insurance services sector. Established in 1993 following the division of the National Insurance Institute (INA), it functions as an internal organization within the Ministry of Economy and Finance. It is responsible for administering services under concession from both
the Ministry of Economic Development and the Ministry of the Interior. Its primary activities encompass the administration of various funds and bodies. These include the management of the Guarantee Fund for victims of road accidents, the Solidarity Fund for victims of mafia-related crimes, extortion, and usury. Additionally, it oversees the Compensation Body, the Italian Information Center, and the Clearinghouse, which have been incorporated into its operations over time. Consap’s mission is to generate economic, social, and cultural value for Italy. It fulfills this objective by serving as a complementary and subsidiary entity to the conventional insurance market, while focusing on addressing community risks that cannot be adequately compensated through standard insurance contracts. Over time, its mission has expanded to encompass additional functions of public interest in various domains, including insurance, finance, technology, and socio-economic support. Consap currently manages 42 lines of business on behalf of various institutions, adhering to criteria of effectiveness, efficiency, and cost-effectiveness. In order to safeguard and maximize the value of public funds, it undergoes auditing by the Court of Auditors. The funds and activities are managed separately, and the activities performed on behalf of state administrations are not profit-oriented. In the past year, Consap processed 377,000 requests for assistance, of which 342,500 were successfully handled, with 80% of the requests being processed digitally. As of today, it has a workforce of 222 employees and oversees a portfolio of financial assets worth 5625.4 million euros, as per the data from the 2021 Sustainability Report.
