advocacy work to make a case for the client. Rather, they analyse and present evidence as objectively as they can. They do not select evidence to make a case to order, but they do select from the results of their analysis to present the key messages that they think the evidence supports. Their work is often used by clients, whether in government or outside of it, as part of an evidence base from which to argue for particular policies, and their work may be cited selectively as that case is made. They take responsibility for the analysis that they provide; those who cite from the work are responsible for how they use it. That distinction is not always made clear in the way that their analysis is cited, but they do their best to maintain it.
