Based in Washington, DC, Rex Wempen is a recognized leader with over thirty years of professional experience spanning executive leadership and consulting roles in both industry and government. He currently serves as a Managing Director at Pantek Securities, where he leads fundraising efforts for energy, infrastructure, transportation, agriculture,

and technology clients, advises on transportation and energy initiatives, and manages key relationships with government agencies, foreign governments, and corporate partners. Mr. Wempen began his career as a Congressional Aide supporting infrastructure and transportation funding initiatives and has since acquired extensive private sector expertise across the energy value chain—from pipelines to battery manufacturing facilities. He has also led or consulted on large-scale infrastructure projects in Africa and the Middle East, is a perennial attendee at the IMF and World Bank annual meetings, and has served as an alternate board nominee for International Finance Corporation portfolio companies.

Throughout his career, Mr. Wempen has maintained a dual focus on technological innovation and national security. He spent two decades developing and deploying AI-based systems, highlighted by his work at the National Security Agency overseeing a contracted team of scientists and programmers who created an AI-enabled, streaming data analytics platform serving multiple federal agencies. In parallel, he acted as a cyber team leader with the Defense Intelligence Agency and subsequently consulted on cybersecurity initiatives at the Departments of Defense, Homeland Security, and Energy—contributing to the deployment of new industrial automation and cyber tools for government and industry-owned critical infrastructure. In a related capacity as a strategic advisor at ICF International, Mr. Wempen supported federal programs to protect critical infrastructure, developed cybersecurity and emergency preparedness policies, and spearheaded interagency technology initiatives to safeguard energy assets nationwide.

An active participant in global economic and policy discussions, Mr. Wempen is a member of the Bretton Woods Committee, where he supports the AI working group, and has authored numerous articles on energy economics and technology policy for publications such as European Capital Insights and Europe in Review. A United States Army veteran who served from 1992 to 2002, he brings comprehensive expertise in threat analysis and interagency coordination, including joint training with U.S. allies in East and South Asia. Mr. Wempen earned an MBA from the University of Southern California, a Master’s in National Security Studies from Georgetown University, and a Bachelor’s in Government from Cornell University, and continues to leverage his interdisciplinary experience to advance global energy and technology solutions.
