Mr. Irvin E. Richter, FCMAA, Founded Hill International, Inc., in 1976 and has been its Chief Executive Officer since 1976 and Executive Chairman since 1985. Mr. Richter serves as the Chairman and Chief Executive Officer of HillStone International LLC. He serves as a Member of Construction Claims Group at Hill International, Inc. since 1985. He is
a noted expert in the field of Construction Contracts and Claims. He has been involved in many of the most significant construction projects in the world including The Channel Tunnel, Petronas Twin Towers, Epcot, Reliance Oil Refinery, King Khalid Military City, Athens Metro, Midland, Shoreham, Zimmer, Wppss, South Texas And Liebstadt Nuclear Power Plants, Washington Metro and the Alaska Gas Pipeline. He has been with Hill since 1976. He was a Partner of Hill International Associates LP. He served as a Vice President of Resolite Inc., Sunbury, PA, from 1971 to 1974. He was employed by Wagner, Hohns, Inglis Inc., Mount Holly, NJ from 1974 to 1976. Mr. Richter served as the Chairman of the Board and Chief Executive Officer of Hill's former subsidiary, Gibbs & Hill, Inc. He was a Special Consultant retained by the State of New Jersey as a Hearing Officer to make findings of fact and issue recommendations to aid in the resolution of more than 2,000 claims that had been filed against the State and has served as an Arbitrator, Mediator and Project Neutral® Consultant. He has provided expert witness testimony on numerous occasions regarding contractual and damage issues. He serves as the Chairman of the Board of Gerens Hill International, S.A. He has been the Chairman of the Board of Directors of Proton Therapy, Inc., since June 2005. He served as the Chairman of Hill's Taiwanese joint venture company, Gibsin Engineers, Ltd. He has been an Executive Director of Hill International since 1976. Mr. Richter is a Member of the World President' Organization (WPO) and the Construction Industry Round Table (CIRT). He is a Member of the New Jersey and Pennsylvania bars. He is a current or past Member of the Board of Trustees of Rutgers University, the Board of Directors of the Construction Management Association of America (CMAA), the Board of Governors of Temple University Hospital and the Board of Directors of the ACE Mentor Program. He served on the Construction Claims Oversight Committee of The Channel Tunnel He was honored as a Distinguished Alumnus from both Wesleyan University and Rutgers University School of Law, Camden. In 2002, Mr. Richter was made a Fellow by the CMAA for his contributions to the construction management industry. At that time, he was one of only 17 Fellows in the history of the organization. Mr. Richter holds a B.A. from Wesleyan University in 1966 and a J.D. from Rutgers University School of Law at Camden in 1980.
