David served 29 years in uniform for the Air Force retiring in 2003 in the rank of Colonel. After a short stint in the private sector he then returned to the Department of Defense as a member of the Senior Executive Service as the Director of the Rapid Capabilities Office serving for 11 years until retirement in August 2014.
Throughout his
career he was a leader in transitioning developing technologies into field-able national technical and strategic capabilities including large-scale prototyping and delivery of high technology weapons and support systems meeting critical Mission Assurance requirements. While most of his activities have been in the classified arena, notable acknowledged capabilities include the air defense system protecting the national capital and the X-37B Orbital Test Vehicle.
