Roberts is a Registered Nurse with 25 years of informatics, management, clinical, research, and education experience. His experience includes medical/surgical and homecare nursing specializing in pulmonary, infectious disease, and end-of-life care. He has been a university professor for 13 years teaching informatics, clinical care, quality
management, psychology, statistics, and research methods. His recent work includes quality measure development and implementation for CMS under the Measure and Instrument Development and Support IDIQ. He has also supported eMeasure development for the National Database of Nursing Quality Indicators. He is a respected collaborator and mentor with practical and theoretical experience in informatics-rich environments, including big data management and analytics, quality management, and research techniques.
He has led and worked on an array of collaborative and interdisciplinary implementation, research, and evaluation topics. These include many successful HHS projects, such as directing the Program of All-Inclusive Care for the Elderly (PACE) quality measurement project, leading an evaluation of the Medication Therapy Management Program, consulting for the Medicare Advantage Quality Improvement Organizations program, auditing compliance with the Qualified Independent Contractor Program, and evaluating Medicare’s Pay for Performance program. Dr. Roberts conducted local, regional, and national research studies from several analytical perspectives (i.e.: case, pilot, small clinical, large clinical, panel, ecological, big data) using qualitative, quantitative, and meta-analytic techniques. He has presented and published his techniques and findings at national and international events and in refereed and grey literature, respectively.
