The Higher Ground Foundation develops and manages the Vulnerability Reduction Credit standard to quantify and certify reductions in vulnerability to climate change from adaptation projects. It designs and publishes the VRC Standard Framework, project and methodology templates, and guidelines for validation, registration, monitoring, and
verification. The organization builds analytical tools such as Vulnerability Reduction Project Managers for sectors like urban flood defence and climate-resilient agriculture, along with contingent valuation toolkits and databases for non-market climate impacts. It supports project developers by helping define baselines, monitoring systems, and VRC generation potential and by facilitating pilot projects under its implementation phase. The Higher Ground Foundation also convenes working groups, online events, and expert collaborations to refine methodologies and advise policymakers, funders, and vulnerable communities on applying VRCs to climate adaptation investments.
