Ms. Sheila Stamps is a Director of Fixed Income Investments and Cash Management at New York State Common Retirement Fund. She joined the fund from FleetBoston Financial, where she was a Managing Director and Head of Relationship Management and Financial Institutions. Ms. Stamps was a Fellow at the Weatherhead Center for International Affairs at Harvard University. She holds an M.B.A from the University of Chicago.
