Robert Matthew “Matt” Breeding of Cumberland, Maryland (Allegany County), formerly of Oldtown, MD, is a graduate of Western Maryland College. Lieutenant Colonel Bob Matt Breeding is a 27 year veteran of the Army Reserve and Military Police (M.P.). Bob Matthew Breeding served in Baghdad on the Iraqi Ministry of Interior’s Civilian Police Assistance Training Team, charged with teaching the new Iraqi police force. Now retired, he was a Maryland state trooper at the Westminster, MD barracks, and was a trainer at the Maryland State Police Academy.
