As Executive Vice President of IC Support, Mr. Ciganer oversees In-Q-Tel’s interactions with its Intelligence Community end-users and other stakeholders, including the IQT interface centers housed within partner agencies.
Mr. Ciganer also interacts closely with end-user organizations and components to define their near- and medium-term operational challenges and evaluate the current and future potential impacts of nascent technology trends on mission performance.
Prior to joining IQT, Mr. Ciganer held senior management positions in both the public and the private sectors, including the National Geospatial-Intelligence Agency (NGA), where he managed the development of NGA’s strategy in identifying and deploying mission critical technologies in distributed IMINT and GEOINT data collection, analysis and dissemination; and NASA, where, as Program Executive Officer reporting directly to the Administrator, he oversaw the development and implementation of the Agency’s enterprise requirements system.
