CATS is a web-based, software-as-a-service (SaaS) applicant tracking system which serves as a two-part recruitment and business development tool designed to replace older box software and traditional paper processes.
The first part is the recruiting element: It tracks jobs and candidates by logging communications and activities surrounding the hiring process. It indexes resume documents for search. It allows recruiters to send mass emails, market and publish jobs on the web and to create reports.
The second part is the CRM (contact resource management): It keeps track of clients and business development and is highly oriented towards recruitment agencies which contract out their services to other companies.
CATS originated as an open source solution and still has many roots there. It includes a API for programmers to write external tools which connect to their CATS databases for reasons such as reporting, integrating with third party tools such as payroll or HR systems, retrieving and publishing their jobs and so on.
